Disasters involving major flooding are impacting our communities at an alarming rate. Traditional disaster response cadres are becoming increasingly overwhelmed by enormous numbers of people who choose to follow governmental advice to “shelter in Place”.
Volunteer disaster responders have previously had access to minimal knowledge resources to enable them to more effectively serve in the hot zones. The text “Flood Rescue” is an effort to provide core knowledge to these individuals and teams.

In this text, and on this site, I provide knowledge and techniques responders can use to become more credible to the Authorities Having Jurisdiction (AHJ) in disaster incidents. With the rise in disastrous flooding incidents has come a parallel explosion in required qualifications for responders – requirements that equate to requiring school bus drivers to hold a Formula 1 driving credential. Instead, let’s recognize that volunteer responders are realistically serving more as unpaid Uber drivers in boats than as technical rescuers.
